Bill has served as the Executive Director of Audit and Compliance Services for Virginia Commonwealth University since October 2011. Throughout his professional career, Bill has been involved with institutions of higher education through positions as an external auditor, a senior associate vice president, and now leading the audit and compliance functions for the university and VCU Health System.
Prior to coming to VCU, Bill was an audit partner with Cherry Bekaert, a regional CPA firm, delivering a full range of audit and accounting services to the firm’s governmental, higher education, and not-for-profit clients. Prior to joining Cherry Bekaert, Bill was the Senior Associate Vice President for Administration and Finance at Christopher Newport University where he was responsible for the accounting, operational, and procurement functions.
Bill began his career with the Auditor of Public Accounts for the Commonwealth of Virginia and served for over 28 years serving in a variety of audit management roles, the last sixteen years as the Deputy Auditor. As the Deputy, he was responsible for the development and monitoring of annual and long-range plans to ensure appropriate audit coverage throughout Virginia. He was a technical resource and responsible for quality control of audit reports.
Bill earned his MBA degree from Virginia Commonwealth University and his Bachelor of Science in Accounting from Old Dominion University. He is a member of the American Institute of CPAs, the Virginia Society of CPAs and the Association of Government Accountants. Bill has served on numerous accounting and auditing committees of these professional organizations.
Erin is the executive assistant to the executive director and serves as the office manager for Stokes House. Erin has worked at VCU for over 4 years and also serves as the Communications Officer for the VCU Staff Senate. Erin is a Virginia Tech graduate, with a bachelor's degree in Interdisciplinary Studies, with minors in English and Economics. Erin has worked in higher education for 16 years, in student affairs and executive support roles.
Audit and Management Services
David is the director of VCU’s health system, IT, and university audit programs. With more than 20 years of health system and university internal audit and five years of financial audit experience, he has also had responsibility for the university’s compliance program and was previously the director of the health system’s information technology department.
He recently severed as the ERM Implementation Committee Chairman leading the implementation of VCU’s ERM Program.
David is a graduate of Virginia Tech in Accounting and Information Systems and has certifications as CPA, CISA, CGFM, Certification in Risk Management Assurance (CRMA), and Certified in the Governance of Enterprise IT (CGEIT)
Audit and Management Services — University
Craig Anderson is the deputy director for audit and management services for the university. He joined VCU in April of 2008. Craig holds a master's degree in accounting and a bachelor’s degree in computer information systems from Harding University. Prior to VCU, Craig worked as a director in various roles at Capital One Financial Services. Craig has also worked for KPMG and the American National Red Cross in audit and risk management roles.
Audit and Management Services — VCU Health
Tina Kendall is the Deputy Director of Health System Audit and Management Services. Tina is a Certified Public Accountant (CPA) with a certification in Control Self-Assessment. A VCU accounting graduate, Tina brings a wealth of experience, having worked as controller and both internal and external auditor, for both large and small firms. Her professional experience includes internal audit management at a large health insurer and accounting management at the Virginia Department of Medical Assistance Services.
Joel Torres, Certified Public Accountant, graduated from VCU with a post-baccalaureate certificate in accounting. Prior to joining our team as a senior internal auditor, Joel had two and a half years of auditing experience with one of the top CPA firms, where he developed proficiency in all phases of the audit process, including the ability to effectively lead audit teams serving large and complex clients. Joel has a great understanding of some of the more complex accounting and internal control topics, and is a valuable member of the health system audit and management services team.
IT Audit — university and VCU Health
Courtney joined VCU in March 2017 as the Deputy Director of IT Audit for the University and VCU Health. Previously, she worked with two other university and health system institutions, UVA and WVU. A twice VCU alumni, Courtney holds a Master in Business Administration/Information Systems and a Bachelor in Accounting. She offers hands-on experience throughout the entire audit project life cycle and is a Certified Internal Auditor (CIA), Certified Information Systems Audit (CISA), and Certified Risk and Information Systems Control (CRISC) professional. Courtney's experience includes both the public and private sectors. Her career portfolio of over 20 years contains higher education and healthcare along with state, financial/banking, oil and gas, retail, and contingency planning and emergency response.
Integrity and Compliance Office
Jacqueline Kniska serves as University Integrity & Compliance Officer at Virginia Commonwealth University. She is now active in the compliance and ethics field in higher education and prior in health care. Currently, Ms. Kniska maintains oversight of compliance and integrity activities at VCU, and provides reports of progress and areas for opportunity to the Board of Visitors and other key stakeholders, with the assistance of specialized operational compliance partners. Favorite parts of this role include the people-powered aspect and the pro-active components of the compliance and ethics program.
Ms. Kniska earned her B.A. in Political Science from James Madison University and her J.D. from Oklahoma City University and maintains a current CHC (certification in health care compliance).
Tony Rapchick serves as the Senior Policy and Compliance Specialist. In this role, he works with the university community to enhance and develop compliance-related policies and practices and serves as the gatekeeper for the management of all universitywide policies and procedures.
Mr. Rapchick joined VCU after practicing law for nearly two decades. He has a comprehensive legal and technical based background gained through his practice in a large law firm and as in-house counsel for a large corporation. Tony earned his J.D., cum laude, from Western Michigan University - Thomas Cooley Law School and his B.A. in Psychology from the University of South Carolina.
Jaycee Dempsey serves as a Senior Integrity and Compliance Specialist in the Integrity and Compliance Office. She has been active in the compliance and ethics field for the last ten years and is passionate about behavioral ethics, graphic design and new technology. Ms. Dempsey focuses on ethics education, communications and cultural assessment, as well as managing conflict of interest inquiries and serving as an investigator.
Ms. Dempsey earned her B.A. in Economics from West Virginia University and completed her MBA with a concentration in Managing Innovation from VCU while working in the Integrity and Compliance Office. She also maintains an LCEP (Leading Compliance and Ethics Professional) and CCEP (Corporate Compliance & Ethics Professional) certifications.
Ashley Green serves as a Senior Integrity and Compliance Specialist in the Integrity and Compliance Office. She has worked in the compliance and ethics industry since 2009 and has experience working in both healthcare and higher education compliance.
Ms. Green focuses on risk assessment and monitoring activities for regulatory requirements, with specific and detailed attention given to Clery Act, NCAA compliance efforts, and Title IX. She additionally serves as an investigator and editor of the University's compliance and ethics focused newsletter, The Compass.
Ms. Green received her B.A. in Psychology from the University of Virginia and maintains a CCEP (Corporate Compliance & Ethics Professional) certification.
VCU Health Compliance Services
Jill McCormack has served as the Chief Compliance and Privacy Officer for VCU Health System (VCUHS) since April 2016. Prior to serving in this role, Jill has an additional ten years of experience in Compliance Services at VCUHS. Her professional areas of interest are patient privacy, physician engagement, and organizational dynamics and change.
Prior to coming to the health system, Jill worked in the sports medicine profession as a certified athletic trainer for ten years.
Jill earned her Masters of Science in Health Administration from Medical College of Virginia, Masters of Education from Auburn University, and Bachelors of Arts in Sports Sciences at the University of North Carolina - Chapel Hill. Her certifications include Certified in Healthcare Compliance and Certified Professional Coder.
In her spare time, Jill enjoys running and spending time with her husband and son.
Kristine Nowak is the Office Manager with VCH Health Compliance Services. In this role, Kristine provides advance level administrative support to the Chief Compliance and Privacy Officer, the Director of Compliance Services and the Deputy Director of Health System Audit.
Prior to working for the health system, Kristine worked for Pearson in Austin, Texas where her work focused on Project Management, planning and scheduling, vendor management, team leadership and training. Kristine is also certified to teach in the state of Virginia and Texas and has a Bachelor of Science Degree in Interdisciplinary Studies with a Specialization in Early Childhood.

Megan Jernigan is the Compliance Billing Educator with VCU Health Compliance Services. In this role, Megan coordinates on-going compliance education and training efforts for VCU Health staff and faculty related to patient billing.
Prior to working for the health system, Megan worked for Patient First, where her work focused on human resource and administrative functions as well as researching and resolving insurance and billing issues. Megan is a Certified Professional Coder and has a Bachelor of Science degree in Public Health, with a concentration in Community Health Education and Promotion from VCU.
