Compliance Responsibility and Accountability Matrix

The Compliance Responsibility and Accountability Matrix lists the federal and state regulations applicable to institutions of higher education and other VCU activities. It provides leadership and management awareness of the requirements and identifies the individuals with Operational and Functional responsibility for compliance.

Those with Operational responsibility (1) implement policies and procedures to enable compliance with these regulations, (2) implement corrective actions when necessary, and (3) provide reports to the relevant Functional lead or respective vice president about compliance issues requiring attention.

Those with Functional responsibility might also be referred to as the "compliance officer" in a specific area and have the responsibility to (1) develop appropriate policies and procedures to enable compliance with the regulations, (2) train and communicate on compliance issues, (3) maintain required documentation (e.g., of training completed), (4) use feedback (including detected violations) to make improvements, (5) recommend corrective action as appropriate, and (6) provide reports to the university chief ethics and compliance officer or respective vice president about compliance issues requiring attention.

Some of the university's regulatory obligations require that various university offices provide data or reports to either state or federal agencies. The Integrity and Compliance Office keeps a separate list of these requirements and obtains attestations from units that such data or reports were provided.
